What happened after the earthquake
In Ooyano Town（大矢野町）, Himedo Town（姫戸町）, and Ryugadake Town（龍ヶ岳町）,
1. Kami Amakusa and Uki Water Business Group (5,050 cubic metres per day)
2. Yatsushiro Living Environment Office Association (2,000 cubic metres per day)
We receive water from both groups and send it to all homes.
But the earthquake damaged the water pipes of both groups. The Yatsushiro Living Environment Office Association（八代生活環境事務組合） is still fixing its pipes. Right now it cannot send water to Kami Amakusa City.
We do not have enough water to supply everyone steadily. We are doing planned water cuts so people can have water to use during the day.

Because water use has increased and the level in the distribution reservoirs has fallen, the planned overnight outage has been moved earlier. An emergency water outage will run from 2:00 PM on Wednesday, July 31 to 6:00 AM on Thursday, August 1. It covers the whole city except the Matsushima area and some other parts.

Disaster certificate applications now open
From 29 July 2024, we are accepting applications for disaster certificates from people whose houses or other buildings were damaged by the Kumamoto earthquake. A residential disaster certificate proves damage to your home. A damage certificate proves damage to other buildings, household goods, or vehicles. Take photos of the damage before you clean up or repair anything.
What to doTake photos of the damage before cleaning up or repairs. Fill in the application form for a residential disaster certificate or damage certificate with the required information. Apply at the nearest office — Matsushima（松島庁舎） Residents' Division, Oyano（大矢野） Window Center, Himedo（姫戸） Coordinating Branch, or Tatsutakinomine（龍ヶ岳） Coordinating Branch — or through My Number Portal.

Applications for disaster certificates and damage certificates for the 2026 Kumamoto earthquake are as follows.
Applications open: from Wednesday, 29 July 2026
If your home or building is damaged by storms, floods, earthquakes or other natural disasters, you can get a disaster certificate or damage certificate.
Before cleaning up or making repairs, take photos showing the damage.
For homes: take photos of the name plate and the whole house (take pictures from all four sides if you can)
For areas with heavy damage, take many close-up photos and wide shots that show the whole building.
Take photos so you can see the damaged area, its size, and how bad it is. If possible, point at the area or use a measuring tape.
When a home is damaged by storms, wind, earthquakes, or similar events, the city investigates the damage and issues a certificate proving the level of damage. You must apply first.
For buildings that are not homes (offices, shops, empty houses), other structures, household goods, vehicles, and so on: this certificate proves damage happened.
Fill in the disaster certificate application form and submit it to a window (Matsushima City Hall（松島庁舎）: Citizens Department, Oyano City Hall（大矢野庁舎）: Oyano Window Centre, Himedo Branch Office（姫戸統括支所）, Ryugagatake Branch Office（龍ヶ岳統括支所）).
The city will send an inspector to check the damage. A site visit is normally needed, so it may take days or weeks from application to certificate.

If someone else is applying, they must fill in the power-of-attorney section of the form.
If where you live is different from your address on file, you need papers showing where you really live.
If the damage is light and you want self-assessment, submit (or show) photos proving you were damaged.
Self-assessment: if damage is light, the city checks photos and rates it as partial damage (not major). No site visit needed.
If you want self-assessment for partial damage, the city will issue the certificate from your photos without a site visit.
Fill in the damage certificate application form. Submit it with several photos of the damage to a window (Matsushima City Hall（松島庁舎）: Citizens Department, Oyano City Hall（大矢野庁舎）: Oyano Window Centre, Himedo Branch Office（姫戸統括支所）, Ryugagatake Branch Office（龍ヶ岳統括支所）).

The earthquake on July 28, 2024 has caused damage in Kamiamazo City（上天草市）, including destroyed houses and land subsidence.
