2026 Kumamoto Earthquake: How to apply for a disaster certificate at the window or online
We issue disaster certificates for people whose homes were damaged in the 2026 Kumamoto Earthquake. These certificates are needed for disaster aid. Window applications are open at Yatsushiro City Hall main building 1st floor multipurpose hall and at each branch office and satellite office (from 8 August 2026, weekdays only; main office and Sencho branch also open Saturday, Sunday, and holidays for the time being). Online applications started on Monday 3 August 2026 at 1 p.m. There is no fee.
What to doFill out the disaster certificate application form. Bring photos that show the damage. Apply at the window of Yatsushiro City Hall main building or at a branch or satellite office, or apply online using the form.

About the disaster certificate
We issue a disaster certificate showing the damage level to homes under the Disaster Countermeasures Basic Act. This helps people follow the steps to get disaster aid. In Yatsushiro City, if damage to things other than homes is not needed, we issue a disaster victim certificate instead.
If you need a certificate, fill in the disaster certificate application form and bring it with photos showing the damage.
There is no fee for application or issuing the certificate.

【1】As of July 28, 2024, when the disaster relief law took effect, you must have had a home address in 八代市.
①Your home was completely destroyed, completely burned, or washed away in this disaster, and you have nowhere to live.
②Your home is half-destroyed (including medium or major half-destruction) but cannot be used again as a home, and you must demolish it.
③Your home may be damaged by secondary disasters; utilities (water, electricity, gas, roads) are cut off; or you have been ordered to evacuate due to landslides or similar reasons. You cannot live in your own home for a long time.
④You are using the emergency home repair system under the disaster relief law. Your home is half-destroyed or worse, and repairs are expected to take more than one month.
【3】You cannot find a home by yourself with your own money.
【4】You are not using the obstacle removal system under the disaster relief law.

A temporary site to drop off disaster waste has opened on the west side of Yatsushiro City Water Treatment Center(八代市水処理センター西側)for people affected by the 2026 Kumamoto Earthquake. It accepts waste from Monday 3 August to the end of December. Drop-off hours are 9:00–11:30 and 13:00–16:00. Large traffic jams are expected right after opening, so it is recommended that you wait before bringing your waste.
What to doSort your damaged waste into 14 categories. Bring your ID (for example, a driver's licence or My Number card). If someone else is bringing waste on your behalf, also bring a letter of authorisation. Bring the waste to the temporary site on the west side of Yatsushiro City Water Treatment Center(八代市水処理センター西側), approaching from the direction of Minatomachi(港町).

How to apply if you want to provide food support
Yatsushiro City has changed how it manages food support at shelters. Now the city coordinates all support to make sure each shelter gets a fair share. Groups and people who want to provide food must apply using a special form at least 3 days before they plan to cook. After you apply, NPO Riera will contact you to arrange where and when you can cook.

From 29 July, a support office for disaster victims has been set up in Conference Room C on the first floor of city hall. You can ask about different types of help and get support to rebuild your life quickly.

2024 Kumamoto earthquake: emergency temporary building exemption zone designated
The entire Yatsushiro City area has been designated as a relaxed restriction zone for emergency temporary buildings. Within this zone, emergency temporary buildings that meet certain conditions do not need to follow building code standards or apply for building permits. The target buildings are: emergency repairs of damaged buildings, temporary housing built by the national government, local government, or Japanese Red Cross, and buildings under 30 square metres that disaster victims use themselves. Work must start within one month of the disaster (28 July 2024).

Following the 2024 Kumamoto earthquake, a zone has been designated where restrictions on emergency temporary buildings are relaxed. Within this zone, when emergency temporary buildings are built under certain conditions, the building code standards and permit application procedures do not apply. We check the outside of each building and put a red sticker(dangerous), yellow sticker(be careful), or green sticker(checked)on it. This check shows if you can go inside the building right now. What is an emergency building safety check?
The check is an emergency survey to stop further damage. This damage can come from more earthquakes, or from walls and windows falling.
This is NOT a check to say if you can keep living in the building.
It is an emergency check to see if you can go inside the building right now.
A trained checker(usually a city worker)looks at the outside of the building and puts a paper sticker on it.
Red:dangerous. It is dangerous to go inside. If you go in, talk to an expert first and do emergency repairs.
Yellow:be careful. Be very careful if you go inside. Talk to an expert if you want to do emergency repairs.
Green:checked. The damage is small. You can use the building.
An expert usually means a builder or architect.
Be careful—the checkers and city workers are NOT experts.

Ask the builder who worked on your house or another builder near you how to fix your building.

Long-term care insurance applications after the earthquake: New and category change applications to reopen around August 17
Staff are in short supply due to earthquake response work. Long-term care insurance applications are restricted. New applications and category change applications are on hold. We plan to reopen around August 17 (Monday). Only renewal applications with an expiry date by the end of August are being accepted now.
What to doIf your renewal application expires by the end of August, you can apply now. For all other new or category change applications, check the city website around August 17 for when we reopen, then apply.

We offer our deepest sympathies to all those affected by this earthquake.
Because of the earthquake, many city staff are working on emergency response tasks like running evacuation shelters, so we have very few staff available. We must limit some long-term care insurance application services for now.

The outdoor shower facilities at the public pool are now open for people affected by the 2024 Kumamoto earthquake. Hours are 1 PM to 5 PM every day. Showers are separate for men and women. The water is groundwater at room temperature only and is not drinking water. Shampoo and soap cannot be used.

Due to the 2024 Kumamoto earthquake, people staying in shelters or at home for a long time can now move to hotels or inns at public cost. The prefecture pays for the room. You pay for food, hotel tax, and hot spring tax yourself. You can stay until the Yashiro city shelter closes.

The Yatsushiro Public Hall(八代市公民館) is closed from July 29 onwards because of damage from the earthquake on July 28, 2025. The hall cannot be used from February 2026 onwards. Other rooms cannot be used from November 2025 onwards. The city will tell you when it opens again.

Yashiro city office Thursday extended window service suspended temporarily
Yashiro city office main building has stopped its extended window service (open until 7 PM on Thursdays) to prioritize disaster response to the 2024 Kumamoto earthquake. After the earthquake on 28 July, all community centres in the city are being used as shelters. They are temporarily closed from 29 July (Wednesday) onwards, and reception services are stopped. The reopening date is not yet decided. Some facilities may take longer to repair depending on damage.

Waste drop-off at Eco Eight Yatsushiro(エコエイトやつしろ), which stopped due to the earthquake, will resume from August 3 (Monday). After the earthquake on July 28, 2025, the city has stopped accepting reservations for all parks. Some park grounds are being used for vehicle sleeping areas or disaster response bases. Kuma River Riverside Green Space(球磨川河川緑地)and North Central Park(北部中央公園)have damaged grounds, and reservations will be stopped for the rest of the year.

Emergency danger checks for buildings damaged in the earthquake start 31 July 2026
For buildings damaged in the 2026 Kumamoto earthquake, certified inspectors will check the outside of buildings to decide if they are safe to use. This stops further damage from aftershocks. From 31 July 2026, we check areas with the most home damage first. This check is different from the damage check for disaster certificates.
What to doWhen an inspector visits to check your building, please ask to see their certificate. Please help the inspection go smoothly.
What is an emergency danger check for damaged buildings?
Buildings damaged by earthquakes can cause further harm from later shocks. Walls or other parts may fall and hurt people. To stop this, experts called certified inspectors check damaged buildings right away. They decide if the building is safe to use. This stops deaths and injuries from further damage. Note: This is different from damage checks done to give disaster certificates.
Emergency danger checks for damaged buildings start 31 July 2026.
We check areas with the most home damage first.
Certified inspectors registered by the governor mainly look at the outside of buildings. They check the structure and anything that might fall and cause harm.
Emergency danger checks keep you safe from further damage. When an inspector visits, please help them do their job smoothly. We ask for your help.

Tell the medical facility your date of birth, name, and contact details. In urgent cases, you can also visit a medical facility that is not your designated facility for publicly funded medical care.

The July 28 earthquake has cut off drinking water across all of Yatsushiro City(八代市). We are very sorry for the inconvenience to everyone using the water supply.
The water cut-off situation in each area is as follows.

We are investigating the cause of the cut-off. Main supply pipes from the water source have burst, and water pipes in many parts of the city have also burst. There is no schedule for repairs. The date when drinking water will be available again is not yet known.
