As of 7:30 on 2 August, the Kumamoto Prefecture Disaster Response Headquarters report makes it look like Uto City's water supply is restored. But we know that water delivery is now on a limited schedule, and some areas still have no water. Even areas with water all day have weak pressure or cloudy water.
We are working on full recovery soon. We are repairing leaks based on reports from residents. We ask for your patience and help.

Free bathing service for people affected by the disaster
Uto City is providing free bathing service for people who were affected by the 2024 Kumamoto earthquake and have difficulty bathing. The service is for people staying in shelters or sleeping in cars, or whose home bathroom or hot water system was damaged. You will need to bring identification showing your address, name, and age.
What to doBring your identification, towel, change of clothes, body soap, and shampoo. Fill in the necessary information on the reception form at the facility where you use the service.

Uto City is providing free bathing service for people affected by the 2024 Kumamoto earthquake who cannot bathe.
You can use it if you are in any of these situations:
You are living in an evacuation shelter, in a car, or in another temporary place because of the disaster.
Your home bathroom or hot water system was damaged, and you cannot bathe.
To use the service, bring an ID document showing your address, name, and age. Fill in your address, name, and age (and your grade if you are a student) on the reception form at the facility. Then you can bathe for free.

How to apply for disaster certificates for homes after the 2024 Kumamoto earthquake
From July 30, 2024, the city hall building is accepting applications for disaster certificates and damage certificates in the first-floor meeting room. From August 1 onwards, numbered tickets will be given out starting at 8:30 a.m. on a first-come, first-served basis. You can also apply online through the My Number Portal service.

Disaster certificates for homes
This document shows the level of damage to your home caused by the disaster. Usually, the city inspects the site after you apply, then gives you the certificate. But if you choose the "self-judgment method", we can skip the inspection and just check photos.
Here is how to apply for a disaster certificate for the 2024 Kumamoto earthquake.
Application starts: July 30, 2024
Application hours: 9 a.m. to 5 p.m., Monday to Friday
For now, we have extended the closing time to 5 p.m. (from 4 p.m.) and we accept applications on weekends and holidays too.

Disposing of disaster waste
If you need a disaster certificate or damage certificate to throw away disaster waste, you may have to wait. Instead, you can apply for a waste disposal discount at the Environmental and Traffic Division and throw away waste without a certificate.

How to apply for a disaster certificate
From August 1 onwards, we will handle disaster certificate applications in the way described below. We ask for your understanding.
The way we handle applications may change depending on what happens next.
Where to wait for numbered tickets
The building opens at 8:30 a.m., so please wait outside.
We can only help a certain number of people each day. Starting at 8:30 a.m., we hand out numbered tickets with a time slot (for example, 10:00 a.m. to 11:00 a.m. on August 1) on a first-come, first-served basis. We do not hand out tickets early.
When all the tickets for the day are gone, we give everyone a ticket with the next available day and time slot.
If you have a ticket, come at your time slot and we will help you then (but the time you are actually helped may be a little earlier or later, depending on how busy we are).
If your time slot does not work for you, you can come on a day that works for you (between 9 a.m. and 2 p.m.) and we will help you when we are free. But you may have to wait a long time. We ask for your understanding.
We will get stronger and help more people in the future. We ask for your understanding.
What the disaster certificate covers
Only homes (buildings used as homes when the earthquake happened). This includes owned homes and rented homes.
The "self-judgment method" for light damage
If your home is clearly less than 10 percent damaged, and you agree the damage is "not half-destroyed (partial damage)", we will not inspect your home. We will check your photos and decide the damage.
We send out disaster certificates by mail as soon as the inspection is done and we are ready.
If you already got a disaster certificate from the first inspection and you do not agree with the result, you can ask for a second inspection.
If the damage is light and you do not need an inspection (or do not want one), and you want a "partial damage" disaster certificate, you can give us photos at the window. We will check them and give you the certificate the same day. But we may not be able to give it to you the same day if we need to check your papers or ask you questions.
This document shows that the disaster hurt you. We do not inspect the site and we do not decide how badly you were hurt.

From 30 July 2024, we are accepting applications for disaster damage certificates that prove the level of damage to homes affected by the earthquake. This proves the level of damage to a home that has been damaged by disaster. Normally, after you apply we carry out a site inspection, and then we give you the certificate. However, under the 'self-assessment method', we can skip the site inspection and make a damage assessment from photos.
Applications for a disaster damage certificate for the 2024 Kumamoto earthquake are as follows.

Because the number of people we can help each day is limited, from 8:30 a.m. we hand out numbered tickets showing the expected time slot (for example, Saturday 1 August, 10:00–11:00). We do not hand out tickets ahead of time.

What the disaster damage certificate covers
Homes (buildings used for living at the time the disaster happened). This includes homes you own and homes you rent.
Self-assessment method for minor damage
If damage to the home is clearly less than 10 per cent, and you agree with the assessment 'not partly collapsed (partial damage)', we do not carry out a site inspection. We assess the damage from photos instead.
As soon as the site inspection is complete and we are ready to give you the certificate, we send the disaster damage certificate to you by post.
If you have already received a disaster damage certificate after the first inspection and you disagree with the result, you can apply for a second inspection.
If the damage is minor and you do not need a site inspection (or do not want one), and you want a 'partial damage' certificate, bring photos showing the damage to the window and we will check them and give you a 'partial damage' certificate the same day. However, depending on what you bring or what we ask, we may not be able to give it to you that day.

Get your My Number card and photos ready, and apply through the My Number Portal (Pittari Service).
When you apply through the My Number Portal, please note the following.
If you want a site inspection, do not tick the box on the next screen. Just click 'Next'.
If you tick the box, a 'partial damage' certificate will be given under the self-assessment method.
If you choose the self-assessment method, you must attach photos of the damage.

If you are registered at a different address from where you live, bring a document that shows where you actually live.
ID (My Number card, driving licence, passport, etc.)
If you apply through a representative, a letter of authorisation (not needed if the representative is in the same household)
Photos showing the damage (a full-view photo of the damaged area and a close-up photo)
The photos can be digital files taken on a smartphone.
If you apply through a representative, the representative must show their ID. However, if it is hard to show ID or a letter of authorisation because of the disaster, please let us know.
Photos are not required, but under the self-assessment method, we check your photos and give you a 'partial damage' certificate the same day. However, depending on what you bring or what we ask, we may not be able to give it to you that day.
Please take a close-up photo of the damaged area and a full-view photo so we can see the whole picture.
Please take photos of the damage to your home before you clean up or repair it.
