Disaster victims staying in shelters for a long time are being offered evacuation to hotels and inns secured by the national government and Kumamoto Prefecture. Kumamoto Prefecture is renting private rental homes and giving them to people living in cities and towns in Kumamoto Prefecture who suffered serious damage to their homes from this disaster.
You must find the property yourself.
When you submit your application, you must have already chosen a rental home.

About rental emergency housing for the 2024 Kumamoto earthquake
Requirements for living there (from Kumamoto Prefecture website)
You must meet all of requirements 1 to 4 below.
1 On the day of the disaster, you must have been living in 熊本県内の熊本市を除く20市町村 where the Disaster Relief Act applies. Kosa Town: the Disaster Relief Act applies.
2 Your home must meet one of these:
(1) Your home is completely destroyed, completely burnt, or washed away, and you have no place to live.
(2) Your home is partly destroyed (including medium or large partial damage), but cannot be lived in again, so you are pulling it down.
(3) Your home could be damaged by a second disaster, or water, electricity, gas, or roads are cut off, or you have an evacuation order because of landslides or other dangers. The city or town chief says you cannot live there for a long time.
(4) You are using the emergency home repair system under the Disaster Relief Act, your home is partly or completely destroyed, and repairs will take more than one month.
3 You have no other home to live in, and you cannot pay for a home yourself.
4 You are not using the rubble removal system under the Disaster Relief Act.

Children younger than school age are not counted as people living there. But if you have 2 or more children younger than school age, count each one as 0.5 people (round to nearest whole number).

There are other requirements about shared costs, gifts to the landlord, broker fees, and so on. Please check the prefecture website or call the Welfare Section.
You can live there for up to 2 years from moving in.
You must move out quickly after finding a permanent home or after water, electricity, gas, and other services are fixed.
If you use the emergency repair system too, you must do the repairs within 6 months of the day you asked for them.

The town runs legal, human rights, administration, and concerns advice once a month (usually the first Monday) to help people resolve worries and concerns in daily life. A lawyer, human rights advocate commissioners, administration consultants, and welfare and child welfare commissioners will answer questions.
Human rights advocate commissioner — A citizen expert appointed by the Justice Minister under the Human Rights Advocate Commissioner Law. They listen to human rights complaints and work to spread knowledge of human rights.
Administration consultant — A citizen expert appointed by the Prime Minister under the Administration Consultant Law. They listen to complaints about government and answer questions about how government works and what to do. They also give advice to fix problems and notify government agencies.
Welfare and child welfare commissioner — Appointed by the Minister of Health, Labour and Welfare under the Welfare Commissioner Law. They listen to people in the community and help them. They also work as child welfare commissioners and try to improve social welfare.

The Environmental Health Division is providing temporary water supply from 7 PM to 8:30 PM every day for residents in areas without water. The areas are: 星の川団地, 船津区, 南三箇区, 中山区, and 津志田区. This will continue every day until water service is restored, but times may change or it may stop depending on the situation.
What to doIf you live in one of these areas, come to get water between 7 PM and 8:30 PM every day. If the water coming out at first is cloudy, let it run until it becomes clear before you use it. Do not drink cloudy water.

Some stops on the reserved town bus will stop running because of fallen rocks.
Fallen rocks have blocked the town road Sakatani line completely. The reserved town bus will stop running at some stops for now. The stops that will stop are: in front of Miyauchi District Social Education Center(宮内地区社会教育センター前), Uchidashi(打出), Nishihara(西原), in front of Nishihara Community Center(西原公民館前), in front of Kawahira Campground(川平キャンプ場前), Hirose Honmura(広瀬本村), and Shichirigi(七里木). The 7 stops are affected. All other areas will run as planned from the next day.

Legal, human rights, administration, and general concerns consultation
The town holds legal, human rights, administration, and general concerns consultations once a month (usually on the first Monday) to help residents solve worries and problems in their daily lives. Lawyers, human rights advocates, administration consultants, and welfare officers and child welfare officers handle the consultations.
Human rights advocates are private experts appointed by the Minister of Justice under the Human Rights Advocates Law. They receive human rights consultations and work to spread awareness of human rights.
Administration consultants are private experts appointed by the Minister of Internal Affairs and Communications under the Administrative Consultation Law. They receive consultations about complaints against the administration and questions about government systems and procedures. They give advice to solve problems and notify relevant government agencies.
Welfare officers and child welfare officers are appointed by the Minister of Health, Labour and Welfare under the Welfare Officers Law. They listen to residents' concerns from their perspective, provide necessary help, and work to improve social welfare. They also serve as child welfare officers.
