Support for emergency repairs to damaged homes【2026 Kumamoto Earthquake】
Mashiki Town carries out a system where the town pays repair costs directly to contractors, based on the Disaster Relief Act. The system covers households whose damage assessment shows 'partially collapsed' or worse on their disaster certificate. The payment limit is 757,000 yen for major partial collapse, medium partial collapse, and partial collapse; 367,000 yen for minor partial collapse. The deadline for completion is 27 January 2027.
What to doBefore you repair, you must contact the City Planning Division（都市計画課）first to discuss your situation. Take photos of the damage. If you pay the repair cost yourself in full, you cannot use this system.

Emergency repair support (overview)
Mashiki Town pays repair costs up to the limit (for eligible items only) on behalf of the applicant.
Emergency repairs cover essential daily living parts: basic parts like roofs, openings like doors and windows, pipes and wiring for water and sewage, and sanitary facilities like toilets. Only urgent repairs are covered.
This is different from emergency repairs. See the article below for emergency repairs.

If you pay a repair contractor you hired directly in full, this system does not cover it.
You must consult the division in charge first.
To apply, your disaster certificate must show damage of partial damage level or worse.
The Fixed Assets Tax Section of the Tax Division handles disaster certificates. See the article below.
Issuing disaster certificates for the 2026 Kumamoto earthquake

You are eligible if you meet all the conditions below.
(1) Your home suffered large-scale half-destruction, medium-scale half-destruction, half-destruction (half-burning), or partial damage from the earthquake, and is not livable as is.
Even if the household still lives at home, if essential daily living parts are damaged, emergency repairs are covered.
Completely destroyed homes are not usually covered because repairs are not possible. However, if repairs make the home livable, it may be covered. Consult us first.
(2) Emergency repairs must make it possible to stop living in a shelter.
This covers cases where the household is currently in a shelter or car, and emergency repairs would make it possible to live in their damaged home again.
(3) You are not living in an emergency temporary home (including rental temporary homes or town housing).
If you are already living in emergency temporary housing when you apply, we cannot accept your application. If you want to apply, you must consult us before moving in.
If your home is half-destroyed or half-burned and needs repairs to be usable, you cannot live there easily, and repairs are expected to take more than one month, you may move into rental temporary housing during repairs. The rental housing stay is normally up to six months from the date you apply to Mashiki Town.
Repair costs include all expenses: materials, labour, and administration fees. The limit per household is below.
(1) Households with large-scale half-destruction, medium-scale half-destruction, half-destruction, or half-burning: up to 757,000 yen
(2) Households with partial damage: up to 367,000 yen
If two or more households share the same home, each household can use up to the per-household limit for repair costs.
If two or more households share the same home and each household's essential repairs differ, we judge the essential repairs for each household separately. Each household's repair costs must be within the per-household limit.

You need various documents to apply and use this system. If you think you will use this system, take photos of the damage before repairs. Follow the points below.
1. Outside damage (walls, doors, windows, roofs): cracks, peeling, warping
Take photos of each damaged spot. When taking outdoor photos, watch for glare and dark spots. If taking roof photos is dangerous, ask a repair contractor.
2. Inside damage (floors, doors, walls): buckling, warping, rot, falling apart
Take full-room photos of each damaged room. Take photos before you clean up, or the damage will be hard to see. Watch for brightness and blur. If using a flash, watch for light reflection.
Take photos of each damaged spot.
3. Equipment damage (kitchen, toilet, bathtub, water heater): broken or not working
Take photos so the broken or broken part is clear.
Also take photos showing the equipment's model number and type.
This system covers repairs and replacements with equivalent items from before the earthquake.
4. Photos during and after repairs (for repair contractors)

Emergency repair help for damaged homes (up to 56,400 yen)
Homes damaged in the 2024 Kumamoto earthquake — half-destroyed or similar — will get emergency repair help under the disaster relief law. This stops rain and water damage getting worse. Mashiki town pays the repair company directly, up to 56,400 yen. Repairs must finish by 7 August 2024 (10 days after the earthquake), but this may be extended.
What to doGet photos of the damage and a rough cost for repairs. Then talk to Mashiki town's emergency repair advice form or the Urban Planning Division (phone 096-286-3340) before you start. (Repairs already paid for do not qualify.)

We quickly repair homes to prevent water damage from getting worse. We repair the roof, outside wall, door, window, window frame, and other necessary parts.
Mashiki town pays the repair company directly, up to 56,400 yen per household.

You live in a home that is "half-destroyed", "half-burned" (from large-scale half-destroyed to half-destroyed) or "about half-destroyed", caused by the disaster.
If water is not kept out, the home damage will get much worse.
Exception: If your home is completely destroyed or burned but can be lived in again after repair, and you plan to keep living there, you can get help.
Buildings that can get help
Only homes (buildings where people live) can get help. Sheds, storage buildings, and parking areas cannot.
If you live in a rented home
You can get help even if you live in a rented home (tenant).
You need help to keep out water until the owner repairs the home, and you plan to keep living there. (You must get the owner's permission first.)
If two or more households live in the same home
The limit is 56,400 yen per household (the same limit shared between households).
But if each household is registered as a separate resident and receives a separate damage certificate, each household gets 56,400 yen.

Water and sewerage bill reduction if leaks happen from the 2024 Kumamoto earthquake
If the earthquake damaged your water supply and caused a leak, you can apply after repairs to get a reduction on your water and sewerage bill. The reduction covers one month when water use went up because of the leak. It may take about three months to decide.

Disaster volunteer centre is open (2024 Kumamoto earthquake)
The Mashiki Town Social Welfare Council has opened a disaster volunteer centre in response to the 2024 Kumamoto earthquake. It accepts requests for work related to the earthquake, such as moving broken household items and cleaning up inside and outside homes. We are also recruiting volunteers on an ongoing basis.

A free space for children affected by the disaster — 'Everyone's Children's Room' is now open
Certified NPO Katariba（カタリバ） is offering a free space for children aged 4 to 18 (up to Year 12 of high school) who were affected by the disaster. It is located inside Mashiki Town Exchange Information Center（益城町交流情報センター）. While parents work on recovery and rebuilding, children can play and spend time freely. It is open from Friday 31 July to Friday 7 August, 9:30–16:00, including weekends.

After we receive your application, our staff will visit your home and carry out an outside inspection (first inspection). We will not arrange the date with you. The staff will wear a safety vest so you can tell who they are.

The Kumamoto Earthquake Pet Rescue Headquarters has been set up by the Kumamoto Prefecture Veterinary Medical Association, Kumamoto Prefecture, and Kumamoto City to support pet owners affected by the 2024 Kumamoto earthquake. From August 4, temporary pet care at member veterinary hospitals has started. Pet health advice, flea and tick removal at shelters and temporary housing, and veterinary care support for disaster victims will be provided as soon as the system is ready.

The facility Tsudoi no Hiroba Kurumi no Mori（つどいの広場くるみの森） inside Hiroyasu Aiji-en（広安愛児園） will temporarily accept infants and toddlers before school age and their parents from August 4–6, 2026. Free rental housing for people affected by the 2024 Kumamoto earthquake
Kumamoto Prefecture will provide private rental housing free of charge to people whose homes were completely or partially destroyed in the 2024 Kumamoto earthquake and who cannot secure housing by themselves. The stay is generally for up to 2 years. The prefecture pays for rent, deposit, key money, and insurance within set amounts. Apply or ask for advice at the welfare department of Mashiki Town Hall.

Questions about the program and where to submit documents: Mashiki Town Hall welfare department（益城町役場福祉課）. First, contact the Mashiki Town Hall welfare department（益城町役場福祉課） window.
You must meet all of the following four conditions:
1. At the time of the disaster, you lived in a city or town where the Disaster Relief Law applies. (益城町 is eligible.)
2. Because of this disaster, you meet any of the following:
a. Your home was completely destroyed, completely burned, or washed away, and you have no home to live in.
b. Your home is partially damaged (including medium or major partial damage) but cannot be used again, so you must demolish it.
c. Your home may be damaged again by aftershocks or other disasters; water, electricity, gas, or roads are cut off; or you are under evacuation orders due to landslides or similar. The city or town mayor says you cannot live in your home for a long time.
d. You are using the emergency repair program under the Disaster Relief Law, your home is half-damaged or worse, and repairs will take more than one month.
e. Other cases that Kumamoto Prefecture and the national government have agreed you must move into housing.
3. You have no other home to live in and cannot secure housing by yourself.
4. You are not using the debris removal program under the Disaster Relief Law.
Eligible rental emergency housing
1. A home in Kumamoto Prefecture with monthly rent at or below the amounts below:
(Homes over these amounts are not approved. You cannot pay the extra yourself.)
3. A real estate agent helped you find the home.
4. The home has confirmed earthquake resistance, as a rule.
Stay period: Up to 2 years from the move-in date.
You must move out quickly once you have a permanent home or after water and other services are restored.
If you use the emergency repair program at the same time, the repair period is generally up to 6 months from when you apply for repairs.
The prefecture pays for rent, plus exit repair costs (deposit), key money, and insurance within set amounts.
The prefecture buys insurance for everyone together.
You, the landlord, and the prefecture must sign a three-party contract. The prefecture is the tenant.
If you and the landlord already signed a contract and moved in on or after July 28, 2024, you can sign a new three-party contract and get back part of what you paid that the prefecture should cover.
Single-person household: up to 55,000 yen per month
Two-person household: up to 65,000 yen per month
Three to four-person household: up to 95,000 yen per month
Five or more-person household: up to 130,000 yen per month
Children under school age do not count toward the number of people. If there are two or more such children, count each as 0.5 people.

Shioi Natural Park（潮井自然公園）is open as usual even after the 2024 Kumamoto earthquake. However, aftershocks are continuing, so please be very careful when you visit. The water area, campground, and Four Wise Women Memorial Hall（四賢婦人記念館）are also available.

Park opening status after the 2024 Kumamoto earthquake
Currently Shioi Natural Park（潮井自然公園） is open as usual. However, aftershocks are also continuing, so please be very careful when you visit.
Shioi Natural Park（潮井自然公園） reborn after the Kumamoto earthquake
Shioi Park（潮井公園）has been loved by the local area for a long time. In 2013, the area was made larger, and work began on making it Shioi Natural Park（潮井自然公園）. But the Kumamoto earthquake caused serious damage, and the park had to close.
After that, as the town recovered, the building work started again. The idea was: "A park where more people can enjoy it — keeping the charm of Shioi from the past, but also using the new charm that was born after the Kumamoto earthquake." New facilities opened in stages.
And in 2024, the water area fully opened, bringing another new charm.
We will keep working on the park's facilities and the roads that lead to it.

A big play structure with several slides, climbing frames, and other fun things to play on.
Small children can also enjoy the "play equipment for young children" next to it.
An area where you can enjoy the clear water that flows from Shioi water source, water plants, and animals.
You can also go behind the waterfall — a perfect place for photos.
In summer, fireflies also fly around here, showing how clear the water is.

Current Shioi Shrine（潮井神社）
Shioi Shrine（潮井神社）, loved by local people as "Shioi-san", was damaged in the Kumamoto earthquake. Its main hall was named and saved as a natural monument: the Fudakawa fault zone at sugidou（杉堂）. Later, in June 2025, a new Shioi Shrine（潮井神社）was built on the same grounds.

Lifelong Learning Classes Cancelled or Suspended in August Due to Kumamoto Earthquake
Due to the impact of the Kumamoto earthquake, all lifelong learning classes run by the Mashiki Town Board of Education in August will be cancelled or suspended. Reporting Damage to Farmland and Agricultural Facilities, and Applying for Disaster Recovery
Mashiki Town is accepting damage reports and disaster recovery applications from farmers whose farmland or agricultural facilities (irrigation and drainage channels, farm roads, ponds, etc.) were damaged by the 2026 Kumamoto Earthquake. The deadline to apply for disaster recovery is Wednesday, 12 August 2026, at 5:00 p.m. Applications received after the deadline may not be eligible for national government subsidy programmes. Support for farmers who repair their own land is also being considered.

Gathering Place Kurumi-no-Mori（つどいの広場 くるみの森）expands access on July 30–31 only (children up to preschool age, including those not accepted by kindergartens or nurseries)
The Gathering Place Kurumi-no-Mori（つどいの広場 くるみの森）inside Hiroyasu Aijien（広安愛児園）will expand access for 2 days only: Thursday 30 July – Friday 31 July 2026. Normally open to children aged 0–under 3 and their guardians, it will temporarily accept children from 0 up to preschool age and their guardians. This includes children who are enrolled in a kindergarten or nursery but are currently not being accepted there. The facility is open to people who live in Mashiki Town（益城町）or who are visiting their home there.
