About the disaster certificate

We issue a disaster certificate showing the damage level to homes under the Disaster Countermeasures Basic Act. This helps people follow the steps to get disaster aid. In Yatsushiro City, if damage to things other than homes is not needed, we issue a disaster victim certificate instead.

If you need a certificate, fill in the disaster certificate application form and bring it with photos showing the damage.

There is no fee for application or issuing the certificate.

Housing applicant conditions

You must meet ALL of conditions【１】through【４】.

【１】As of July 28, 2024, when the disaster relief law took effect, you must have had a home address in 八代市.

①Your home was completely destroyed, completely burned, or washed away in this disaster, and you have nowhere to live.

②Your home is half-destroyed (including medium or major half-destruction) but cannot be used again as a home, and you must demolish it.

③Your home may be damaged by secondary disasters; utilities (water, electricity, gas, roads) are cut off; or you have been ordered to evacuate due to landslides or similar reasons. You cannot live in your own home for a long time.

④You are using the emergency home repair system under the disaster relief law. Your home is half-destroyed or worse, and repairs are expected to take more than one month.

【３】You cannot find a home by yourself with your own money.

【４】You are not using the obstacle removal system under the disaster relief law.

Right now, people living in shelters or people who cannot bathe because their home bath facilities were damaged can use partner public baths for free.

To use a public bath, you must show proof of identity at the counter and write your address, name, and age on the receipt. We ask for your cooperation.

The timing and amount of donations to affected people, and who will receive them, are not yet decided.

A general advice centre has been set up to cover various disaster support programmes. It will respond properly to the needs of disaster victims and support them in rebuilding their lives as quickly as possible.

We have published a disaster issue of Yatsushiro Public Information (vol.1) with information about the August 2024 Kumamoto Earthquake.

Following the 2024 Kumamoto earthquake, a zone has been designated where restrictions on emergency temporary buildings are relaxed. Within this zone, when emergency temporary buildings are built under certain conditions, the building code standards and permit application procedures do not apply. (Building Standards Law Article 85 Section 1 and Article 87-3 Section 1)

However, this does not apply if the building is in a fire prevention area.

If you want the temporary building to stay longer than three months after the building work is done, you can extend it after getting permission from Yatsushiro City（八代市）under Building Standards Law Article 85 Section 3. At that time, certain safety measures are needed for the foundation and the inside of rooms where fire is used, so please ask about your own situation.

From August 1st, we are checking buildings in the center of 鏡町 and around 八代駅周辺, where damage was worst.

We will check high-priority areas until August 11th. From August 12th to 31st, we check only homes where people ask us to.

What is an emergency building safety check?

The check is an emergency survey to stop further damage. This damage can come from more earthquakes, or from walls and windows falling.

This is NOT a check to say if you can keep living in the building.

It is an emergency check to see if you can go inside the building right now.

A trained checker（usually a city worker）looks at the outside of the building and puts a paper sticker on it.

Red：dangerous. It is dangerous to go inside. If you go in, talk to an expert first and do emergency repairs.

Yellow：be careful. Be very careful if you go inside. Talk to an expert if you want to do emergency repairs.

Green：checked. The damage is small. You can use the building.

An expert usually means a builder or architect.

Be careful—the checkers and city workers are NOT experts.

Important notes

Ask the builder who worked on your house or another builder near you how to fix your building.

Be careful—this check is NOT the same as a damage certificate（り災証明）. A damage certificate is used for money help and insurance.

A damage certificate says if a building is completely destroyed or half destroyed.

We offer our deepest sympathies to all those affected by this earthquake.

Because of the earthquake, many city staff are working on emergency response tasks like running evacuation shelters, so we have very few staff available. We must limit some long-term care insurance application services for now.

The extended hours window at Yatsushiro Consumer Life Center（八代市消費生活センター）, which operated on the 1st and 3rd Thursday of each month, will close temporarily due to the Reiwa 8 Kumamoto earthquake.

Our city allows pets at all emergency shelters.

Taking your pet means you and your pet evacuate safely together to the shelter. This is the behaviour itself.

When you evacuate with a pet, put it in a cage or similar container. Bring pet food, a lead, waste disposal tools, and other supplies.

Due to the 2024 Kumamoto earthquake, people in shelters and at home are staying in one place for a long time. Kumamoto Prefecture is moving people to hotels and inns so they can rest better and feel safer.

1. Who can use this

People who were hit by the earthquake and want to move to a hotel or inn.

2. Where you will stay

Hotels and inns chosen by the national government and Kumamoto Prefecture.

The hotel may be outside Kumamoto, depending on the situation.

We may not be able to give you your first choice. Please understand this before you apply.

The prefecture pays for the hotel room.

You must pay for these yourself:

• Food • Hotel tax • Hot spring tax • Any other costs for your stay

You must get to the hotel yourself, unless the hotel provides a car. If you cannot get there, write about it in the special notes box in the form.

3. How long you can stay. You can stay until Yashiro（八代市）shelter closes. The hotel may move you to a different hotel. Please understand this before you apply.

6. Important information

The hotel is not a full service hotel. You will need to wash your own sheets after some time, and you must get your own food.

You must pay for travel around the hotel.

Bring a phone and radio so you can get news about the earthquake.

If you tell us false things in your form, or if we think your form is not right, we will ask you to pay back all the money.

The earthquake on July 28, 2025 has caused damage in many places inside the building.

To keep people safe first, the hall will close from July 29 (Wednesday) onwards for now.

Because of this, we have stopped taking reservations for the hall from February 2026 onwards, and for other rooms from November 2025 onwards, for now.

From Monday, August 3rd, resource collection will restart as usual.

However, if large amounts are brought at once, collection becomes difficult and puts a big burden on the area. Drop-off at Eco Eight Yatsushiro（エコエイトやつしろ） resumes (from August 3, Monday)

From August 3 (Monday), we will resume accepting waste from households and businesses.

Disaster waste cannot be brought here. Take it to a disaster waste temporary storage site instead.

Right after reopening, there will be heavy congestion and traffic jams on nearby roads. Please be careful.

Due to the earthquake, there are uneven areas inside and around the site. Drive carefully.

Heavy congestion is expected right after reopening, so please use regular waste collection (community collection days and sites)

instead. (If you have a lot of waste, spread it over several days.)

Depending on the situation, such as if the site needs organizing, we may close early.

An earthquake occurred on July 28, 2025. We deeply sympathize with all those affected.

Because of the earthquake, we are opening some park grounds for people to sleep in cars.

We are putting the safety of all citizens first. We have stopped all park reservations.

Right now, some parks are being used as helicopter landing places and communication bases.

For other parks, we do not yet know what they will be used for in future disaster work.

Because of this, we are not taking September reservations that were to begin on August 1 (Saturday).

We are stopping them for now.

Kuma River Riverside Green Space（球磨川河川緑地） and North Central Park（北部中央公園） have damaged grounds and cannot be used safely.

What is an emergency danger check for damaged buildings?

Buildings damaged by earthquakes can cause further harm from later shocks. Walls or other parts may fall and hurt people. To stop this, experts called certified inspectors check damaged buildings right away. They decide if the building is safe to use. This stops deaths and injuries from further damage. Note: This is different from damage checks done to give disaster certificates.

Emergency danger checks for damaged buildings start 31 July 2026.

We check areas with the most home damage first.

Certified inspectors registered by the governor mainly look at the outside of buildings. They check the structure and anything that might fall and cause harm.

Emergency danger checks keep you safe from further damage. When an inspector visits, please help them do their job smoothly. We ask for your help.

Note: Inspectors work in pairs and carry a certificate. If something seems wrong, ask to see the certificate.

We are now checking damage across the city and setting up to receive volunteers and manage activities. You can visit a medical facility even without your My Number health insurance card（マイナ保険証）, eligibility confirmation card（資格確認書）, or publicly funded medical care certificate（公費負担医療の受給者証）.

If you were affected by the 2026 Kumamoto Earthquake（令和8年熊本地震）and lost your My Number health insurance card（マイナ保険証）, eligibility confirmation card（資格確認書）, or publicly funded medical care certificate（公費負担医療の受給者証）, or left them at home when you evacuated, you can still see a doctor at a medical facility by stating:

・Your date of birth

・Your contact details (phone number, etc.)

State these details and you will be able to see a doctor.

Also, for publicly funded medical care（公費負担医療）, in urgent cases you can visit a medical facility that is not your designated facility（指定医療機関）.

The 59th Yatsushiro Kuma River Festival（第59回八代くま川祭り）was planned for July 31 (preview night) and August 1 (main festival). Because of how much damage the earthquake caused, and to keep visitors and everyone involved safe, we have decided to cancel it. We are very sorry.
