This is a notice from the Crisis Management and Disaster Prevention Division（危機管理防災課）and the Welfare Division（福祉課）of Kosa Town Office（甲佐町役場）.

Currently, cases are occurring in the town where traders say things like "the roof tiles are damaged by the Kumamoto earthquake" or "we will put up a blue sheet" and demand unfair high payments.

Please be very careful not to sign a contract on the spot with traders who visit without warning, or to let them climb on your roof.

If you have any concerns or receive a suspicious visit, please contact the police.

As shelter life continues, we tell you about "hotel and inn shelter" to reduce the burden on your mind and body, and help you stay safe and calm.

Who can use this:

Disaster victims who want to move to a hotel or inn.

Where you will stay:

Hotels and inns secured by the national government and Kumamoto Prefecture. (Depending on the situation, we may not be able to meet your wishes — for example, you may need to go to another prefecture.)

As a rule, the public sector pays the accommodation cost. You pay for meals, accommodation tax, and hot spring tax.

Except when the hotel arranges transport, you must get your own way to reach the hotel. If you have difficulty arranging your own transport, write about it in the "special notes" space on the application form.

You can stay until the town's shelter closes, or for as long as the hotel can take you (depending on the situation, you may move to a different hotel — please understand this in advance).

Important notes (check these before you use the service):

1: The hotel does not promise the normal service of a hotel. For example, you may need to change your own sheets after a certain time, and you will usually buy your own food.

2: You pay for transport costs around the hotel where you stay.

3: When you move to a hotel or inn shelter, bring a mobile phone, radio, or other equipment that lets you get information. Also check the town website regularly for support information.

4: If your application has false information or is found to be unsuitable in any other way, we may ask you to repay all costs and take other necessary steps.

The Welfare Division at Kosa Town Office（甲佐町役場） is giving you information about temporary rental housing for the Reiwa 8 Kumamoto earthquake.

Because of the Reiwa 8 Kumamoto earthquake, Kumamoto Prefecture is running a project to provide temporary rental housing. Private rental homes are borrowed and given to people whose homes were badly damaged.

You can move in if your home was half-destroyed or worse, and you need to demolish it, or if you use the emergency repair program for your home and it is half-destroyed or worse and repairs are expected to take more than one month.

There is a limit on rent. First, please visit the consultation counter at the town office.

The temporary collection site for disaster waste from the 2024 Kumamoto earthquake（令和8年熊本地震）will open as follows.

Opening period and hours

July 30, 2024 (Thursday) to August 21, 2024 (Wednesday)

Closed Saturdays, Sundays, and holidays, but open August 1 (Saturday) and August 2 (Sunday).

Before you start cleaning up, take photos that show the damage clearly.

Accepted waste types are: 1 burnable waste, 2 glass, 3 metal, 4 wood chips, 5 large items, 6 appliances, 7 rubble and tiles, and 8 wall materials — 8 types total.

Sort the waste by type above and bring it in. Follow the directions of the staff and unload it yourself.

To stop waste from outside 甲佐町 entering, please show your driver's license at the collection site.

For refrigerators, remove all food and other items inside.

Use a blue sheet or similar cover during transport so the waste does not scatter.

Ordinary household waste — "burnable waste" and "recyclable waste" (empty cans, bottles, plastic bottles, etc.) — put these in the garbage station or recycling station on regular collection days.

Legal, human rights, administration, and concerns advice

The town runs legal, human rights, administration, and concerns advice once a month (usually the first Monday) to help people resolve worries and concerns in daily life. A lawyer, human rights advocate commissioners, administration consultants, and welfare and child welfare commissioners will answer questions.

Human rights advocate commissioner — A citizen expert appointed by the Justice Minister under the Human Rights Advocate Commissioner Law. They listen to human rights complaints and work to spread knowledge of human rights.

Administration consultant — A citizen expert appointed by the Prime Minister under the Administration Consultant Law. They listen to complaints about government and answer questions about how government works and what to do. They also give advice to fix problems and notify government agencies.

Welfare and child welfare commissioner — Appointed by the Minister of Health, Labour and Welfare under the Welfare Commissioner Law. They listen to people in the community and help them. They also work as child welfare commissioners and try to improve social welfare.

Kumamoto Prefecture is renting private rental homes and giving them to people living in cities and towns in Kumamoto Prefecture who suffered serious damage to their homes from this disaster.

About rental emergency housing for the 2024 Kumamoto earthquake

Requirements for living there (from Kumamoto Prefecture website)

You must meet all of requirements 1 to 4 below.

1 On the day of the disaster, you must have been living in 熊本県内の熊本市を除く20市町村 where the Disaster Relief Act applies. Kosa Town: the Disaster Relief Act applies.

2 Your home must meet one of these:

(1) Your home is completely destroyed, completely burnt, or washed away, and you have no place to live.

(2) Your home is partly destroyed (including medium or large partial damage), but cannot be lived in again, so you are pulling it down.

(3) Your home could be damaged by a second disaster, or water, electricity, gas, or roads are cut off, or you have an evacuation order because of landslides or other dangers. The city or town chief says you cannot live there for a long time.

(4) You are using the emergency home repair system under the Disaster Relief Act, your home is partly or completely destroyed, and repairs will take more than one month.

3 You have no other home to live in, and you cannot pay for a home yourself.

4 You are not using the rubble removal system under the Disaster Relief Act.

Rent limits for rental emergency housing (from Kumamoto Prefecture website)

Homes in Kumamoto Prefecture where the monthly rent is at or below:

(Usually: homes with rent above this are not allowed, and you cannot pay the extra yourself.)

1 person (single)

Up to 55,000 yen a month

2 people

Up to 65,000 yen a month

3 to 4 people

Up to 95,000 yen a month

5 or more people

Up to 130,000 yen a month

Children younger than school age are not counted as people living there. But if you have 2 or more children younger than school age, count each one as 0.5 people (round to nearest whole number).

Example: 1 child younger than school age = 0 people, 2 children = 1 person, 3 children = 2 people, 4 children = 2 people

There are other requirements about shared costs, gifts to the landlord, broker fees, and so on. Please check the prefecture website or call the Welfare Section.

You can live there for up to 2 years from moving in.

You must move out quickly after finding a permanent home or after water, electricity, gas, and other services are fixed.

If you use the emergency repair system too, you must do the repairs within 6 months of the day you asked for them.

If you lost your "My Number insurance card", "certificate of eligibility", "public aid handbook", or similar documents, or left them at home while evacuating, you can still see a doctor at a medical facility. Tell them you are eligible for the program, and give your name, date of birth, contact number, and address.

For emergency public aid medical care, you can also visit a medical facility that is not on the designated list.

The rice field inspection planned for August 3–12 is cancelled because of the earthquake.

We asked farmers to put up signs before. You do not need to put them up.

Emergency repair support for homes

The Welfare Division（福祉課） tells you about scams that take advantage of disasters.

After earthquakes and other natural disasters, scams appear. These are not just home repairs. There are also inspection scams and door-to-door buying of precious metals that use the disaster as an excuse. Stay calm. Talk to your family and others around you.

To receive disaster support under the Disaster Relief Act（災害救助法）and other programs, you need a disaster certificate（り災証明書）. It is also very important to take photos of the damage to your home or property before you clean or clear anything away.

Legal, human rights, administration, and general concerns consultation

The town holds legal, human rights, administration, and general concerns consultations once a month (usually on the first Monday) to help residents solve worries and problems in their daily lives. Lawyers, human rights advocates, administration consultants, and welfare officers and child welfare officers handle the consultations.

Human rights advocates are private experts appointed by the Minister of Justice under the Human Rights Advocates Law. They receive human rights consultations and work to spread awareness of human rights.

Administration consultants are private experts appointed by the Minister of Internal Affairs and Communications under the Administrative Consultation Law. They receive consultations about complaints against the administration and questions about government systems and procedures. They give advice to solve problems and notify relevant government agencies.

Welfare officers and child welfare officers are appointed by the Minister of Health, Labour and Welfare under the Welfare Officers Law. They listen to residents' concerns from their perspective, provide necessary help, and work to improve social welfare. They also serve as child welfare officers.
