Mashiki Town carries out a system where the town pays repair costs directly to contractors, based on the Disaster Relief Act. The system covers households whose damage assessment shows 'partially collapsed' or worse on their disaster certificate. The payment limit is 757,000 yen for major partial collapse, medium partial collapse, and partial collapse; 367,000 yen for minor partial collapse. The deadline for completion is 27 January 2027.
We provide emergency repair support under the Disaster Relief Act (Cabinet Order Article 3) for the 2026 Kumamoto earthquake.

Emergency repair support (overview)
Mashiki Town pays repair costs up to the limit (for eligible items only) on behalf of the applicant.
Emergency repairs cover essential daily living parts: basic parts like roofs, openings like doors and windows, pipes and wiring for water and sewage, and sanitary facilities like toilets. Only urgent repairs are covered.
This is different from emergency repairs. See the article below for emergency repairs.
If you pay a repair contractor you hired directly in full, this system does not cover it.
You must consult the division in charge first.
To apply, your disaster certificate must show damage of partial damage level or worse.
The Fixed Assets Tax Section of the Tax Division handles disaster certificates. See the article below.
You are eligible if you meet all the conditions below.
(1) Your home suffered large-scale half-destruction, medium-scale half-destruction, half-destruction (half-burning), or partial damage from the earthquake, and is not livable as is.
Even if the household still lives at home, if essential daily living parts are damaged, emergency repairs are covered.
Completely destroyed homes are not usually covered because repairs are not possible. However, if repairs make the home livable, it may be covered. Consult us first.
(2) Emergency repairs must make it possible to stop living in a shelter.
This covers cases where the household is currently in a shelter or car, and emergency repairs would make it possible to live in their damaged home again.
(3) You are not living in an emergency temporary home (including rental temporary homes or town housing).
If you are already living in emergency temporary housing when you apply, we cannot accept your application. If you want to apply, you must consult us before moving in.
If your home is half-destroyed or half-burned and needs repairs to be usable, you cannot live there easily, and repairs are expected to take more than one month, you may move into rental temporary housing during repairs. The rental housing stay is normally up to six months from the date you apply to Mashiki Town.
Repair costs include all expenses: materials, labour, and administration fees. The limit per household is below.
(1) Households with large-scale half-destruction, medium-scale half-destruction, half-destruction, or half-burning: up to 757,000 yen
(2) Households with partial damage: up to 367,000 yen
If two or more households share the same home, each household can use up to the per-household limit for repair costs.
If two or more households share the same home and each household's essential repairs differ, we judge the essential repairs for each household separately. Each household's repair costs must be within the per-household limit.
You need various documents to apply and use this system. If you think you will use this system, take photos of the damage before repairs. Follow the points below.
1. Outside damage (walls, doors, windows, roofs): cracks, peeling, warping
Take photos of each damaged spot. When taking outdoor photos, watch for glare and dark spots. If taking roof photos is dangerous, ask a repair contractor.
2. Inside damage (floors, doors, walls): buckling, warping, rot, falling apart
Take full-room photos of each damaged room. Take photos before you clean up, or the damage will be hard to see. Watch for brightness and blur. If using a flash, watch for light reflection.
Take photos of each damaged spot.
3. Equipment damage (kitchen, toilet, bathtub, water heater): broken or not working
Take photos so the broken or broken part is clear.
Also take photos showing the equipment's model number and type.
This system covers repairs and replacements with equivalent items from before the earthquake.
4. Photos during and after repairs (for repair contractors)
We also need photos during and after repairs. Repair contractors, please take these. Please also ask the contractor to do this.
